Bombax Pipeline Project, Trinidad and Tobago, West Indies

BP, the lead oil Owner / Operator of this gas field 50 plus miles offshore, undertook various production improvements and constructed a new subaqueous, gas pipeline. BP engaged Pegasus-Global® through its external Counsel to review various risk procedures and project management approaches / effectiveness. A specific audit focus addressed potential claims issues (including the preliminary issues relating to the Contractor for dredging, placement, backfill and testing of the pipeline) based upon both lump sum and unit price agreements.

The audit specific Project was the new pipeline that conveys gas from production platforms in the Gulf of Paria to onshore processing facilities for LNG exporting. Southern Cross Station Redevelopment Project, Melbourne, Victoria, Australia

Pegasus-Global provided the Southern Cross Station Authority (SCSA, quasi-public authority of the State of Victoria) with comprehensive Risk Management and Management Consulting services regarding the Southern Cross Station Upgrade (formerly Spencer Street Station).

This Project took the form of a PPP type alliance, with a significant level of complexity arising from three sources. First, the design of the station was innovative with unique structural challenges. Second, the station was a working station with construction to be performed around one of Melbourne's major transport hubs for suburban and country trains and buses. Third, there were a number of stakeholders, including franchisees that often had conflicting interests during project execution.

Risks ranged from the potential for serious industrial disputes to the potential of catastrophic failure. Pegasus-Global® maintained a full-time risk management presence, fully implementing a risk management program, developing databases, performing schedule analysis and reviewing documentation in relation to the Contract and Best Industry Practices for the duration of the Project. This PPP Project is supported by a 30-year operating concession. Pegasus-Global® evaluated the performance of the concessionaire (Civic Nexus), its Engineer Procure Construct (EPC) Contractor (Leighton Contractors Ltd.), the various franchisees and sub contractors. The evaluations and recommendations provided input to assure minimal impacts from government activities and actions in completing the Project.
