Dr. Galloway oversees all aspects of the firm’s management
consulting services. Dr. Galloway’s 30 years of experience
includes providing strategic advice to boards and senior
management concerning governance, management structures and
performance and risk management. She is skilled at providing
project risk identification, project assessment and analysis,
project trend evaluations and risk reduction plans and also
provides performance, prudence, and management audits. Dr.
Galloway serves as an arbitrator in both domestic and
international arbitrations and has testified as an expert
witness in numerous proceedings including public utility rate
hearings. She holds a certificate of Director Education by the
National Association of Corporate Directors and has served on a
number of private and non-profit boards.
Dr. Galloway has served as an adviser to multiple independent
review panels (IRP), including her appointment by both the
Governors of Washington and Oregon to the IRP for the Columbia
River Crossing Project. She serves on the Eastern Washington
Governor’s Business Advisory Council and the Discovery Science
Channel’s Board of Advisers. She is a member of New York
Institute of Technology Engineering Dean’s Advisory Council and
has also served on the Purdue University Engineering Dean’s
Advisory Council. Dr. Galloway has been recognized by her peers
and is an elected member to the National Academy of
Construction, the Pan American Academy of Engineering, and the
position of Fellow in several professional organizations. Dr.

Dr. Galloway is also an international arbitrator and is a member
of the Board of Directors of the American Arbitration
Association. She was also appointed by President George W. Bush
to the United States National Science Board in 2006 for a 6 year
term. In that position she has served as Vice Chair from 2008 to
2010. In 2004 Dr. Galloway was honored to be elected by her
peers to the position of the first woman president of the
American Society of Civil Engineers.

Mr. Dignum is the Senior Vice President and Chief Operating
Officer of Pegasus Global Holdings, Inc.® With extensive
experience in project management and controls, project risk
management and contract disputes, Mr. Dignum is fully involved
in all aspects of the firm’s management consulting and services.
Mr. Dignum has held senior positions with owner and contractor
organizations in both private and public environments, He is
fully knowledgeable and experienced with the roles and tasks
needed to ensure successful completion of complex projects
throughout the power, process, infrastructure, transportation,
and building industries.
Mr. Dignum’s 35 year career includes providing strategic advice
to senior management and boards in the energy and infrastructure
industries, performing formal management compliance reviews and
audits, overseeing contract formation, negotiation and
compliance processes and the design and management of project
system designs. He is also experienced in project control system
development, implementation and use and the organization of
project management teams and structures. He has performed
project prudence and performance audits, progress assessments,
change management and control reviews and assessments, and has
consulted on critical issues and Lessons Learned. He has led
project management teams including those responsible for project
management and controls formation, project implementation and
results assessment as well as analyzing schedule, delay and cost
impacts. Mr. Dignum has developed extensive project management

James H. Anspach, P.G.
Mr. Anspach is a Pegasus-Global® Specialist
Consultant and an authority on standard of care issues for the
practice of subsurface utility engineering. He has 30+ years'
experience, 25 years of which has been with So-Deep, in the
research, development, and application of risk management
techniques in the field of utilities. His specialties include:
surface geophysical techniques for the purpose of utility
identification and detection, conflict analysis, relocation
coordination, condition assessment, and data development,
retention and management.
Mr. Bane is a Pegasus-Global Specialist
Consultant who specializes in the development and management of
deep ocean and offshore technology projects. Previously as an
executive at Rockwell, his principal areas
of technical expertise include manned submersibles and work
systems, unmanned and autonomous underwater vehicles, offshore
systems and structures, deep ocean hardware and instrumentation,
acoustical sensors and subsystems and offshore / sea floor oil
and gas recovery and production systems.
Ms. Black is a Pegasus Global Holdings, Inc.® (Pegasus-Global®)
Supporting Consultant. With 25 years of research and design
experience she provides assistance to senior management with
research and document management services and provides analysis
of events and key issue identification pertaining to
Pegasus-Global® clients. She has extensive knowledge of a
variety of online and other research tools. Ms. Black reviews
and monitors budgets, develops databases and interfaces with
clients and agencies in her role as Supporting Consultant.
Ms. Black has managed both the contracting and the execution of
research and monitoring projects, assisted in project scoping
and project design development, reviewed and evaluated reports
and coordinated the efforts of analysis teams. She has designed
document management databases, spreadsheets, exhibits and
graphics for use in analyzing and displaying analyzed results.
Prior to joining the Pegasus Global®, Ms. Black managed and
advised on environmental research and monitoring projects for
agencies and environmental and engineering firms
In addition to Ms. Black’s Project Management experience and
expertise, her technical expertise includes stream
geomorphology; headwater stream hydrology, geomorphology, and
ecology. She has participated in fish habitat assessment, slope
stability assessment and stabilization, and has performed
Washington State watershed analysis and other forest ecological
assessment methods and designed environmental monitoring
systems. She is experienced in aerial photo interpretation, GIS
mapping and analysis, fluid mechanics and flows and statistical
analysis database packages (SAS and SPSS).
Lynn Brewer is the Founder / Chief Executive Officer of The
Integrity Institute® which she founded after leaving Enron and
blowing the whistle on the energy giant. Prior to Enron, Lynn
worked as an Executive Consultant for a spinoff of Arthur
Andersen Consulting and spent 18 years as a legal professional
in private practice and in corporate development for Ralston
Purina. She holds a certification in business ethics from
Colorado State University and is widely recognized for her
expertise in governance, risk and compliance. Beyond her
extensive writings on the subject of corporate integrity, Brewer
has received numerous accolades for her work, including being
honored for her leadership as the subject of a documentary by
the Nobel Peace Centre and being recognized as a historical
figure by the Nobel Peace Museum. She is currently working on
her fifth book entitled Good to Greed: Predicting Corporate
Failures that will profile the 12 years of research and
development of the Integrity IndexTM.
James Crumm

Mr. Crumm is a Pegasus-Global® Specialist
Consultant and has extensive experience in the management and
control of engineering and construction projects. Mr. Crumm
previously held several senior management positions at Foster
Wheeler including President and CEO of the Foster Wheeler North
American and Asian power boiler equipment business units. He has
worked on a wide range of projects internationally, responsible
for all phases of project execution, procurement and
construction of process plants projects. Drawing upon his 40+
years of experience, Mr. Crumm is involved in all aspects of
Pegasus-Global®'s Risk Management, Management Consulting, and Strategic
advisory engagements.
Mr. Dall' Acqua is a Pegasus-Global® Specialist
Consultant. Mr. Dall' Acqua has more than three decades of
experience as a Civil Engineer and has extensive experience as a
General Contractor in the construction industry and engineering
special services. He has built more than two million square
meters of diverse types of construction plants for Brazilian and
multinational companies, governments, real estate
contracts and others. He has post graduate studies in Business
Administration and Engineering for Safety Work in Construction
and served as the Past President of UPADI, the umbrella
non-profit engineering organization representing all Latin and
South American engineering societies.
Mr. Henry is a Pegasus-Global® Special Consultant
with more than 40 years experience in the
engineering-construction industry, primarily on water resources
and environment projects. He served as a technical contributor,
project manager, corporate officer, and general manager of major
international companies including Parsons Brinkerhoff. Mr.
Henry's responsibilities included engineering analyses and
design, report preparation, plans, specs and cost estimate
preparation, construction oversight, expert testimony,
organization development, staffing and quality management. He
also served as the 2005 National President of the American
Society of Civil Engineers and continues to lead the world-wide
engineering effort on combating bribery and corruption.
Mr. Hughes is a Pegasus-Global® Specialist Consultant and as
an Engineer and a Lawyer he has experience at many program and
project levels. He has provided the legal, risk management
framework, contract negotiation, project development, process
management, project and team management, and Insurance
management for projects and organizations. Mr. Hughes provides
significant engineering, Management and Legal expertise making
him an integral part of our Risk Management team. Mr. Hughes has
experience in the development of design/build alliance
management and documentation and for legislation. He provided
counsel and lobbying support on pending federal legislation and
regulations, particularly energy, environmental, labor and
international business matters. His experience in Project
Delivery business / project development, minimizing claims and
litigation brings a unique blend of disciplines to the table in
our Management Consulting Division. Mr. Hughes was engaged in
international and domestic project development for water,
wastewater, federal, transportation, and environmental projects,
and design/build alliance management and documentation. Prior to
his legal work at CH2M Hill, he was employed at Bechtel
Corporation and was heavily involved in several of the prudence
audits in which Bechtel served as the Program Manager. Mr. Hughes was recently inducted into the American College of Construction
Lawyers.
Dana Hunter is a Pegasus Global Holdings Inc.® Specialist
Consultant with over 34 years of experience in the construction
industry and more than 25 years of experience in estimating and
Project Management in commercial projects. He is experienced in
all forms of estimating including conceptual, hard bid and
design-build. He also possesses a detailed background and
understanding of all disciplines of the construction industry
from architectural and civil systems to structural, mechanical
and electrical systems. He has been instrumental in the
coordination of the design efforts and preparations of cost
proposals, negotiations and value engineering that lead to
successful contract award. Upon award he is responsible of the
design advancement to insure and control the design, mitigating
scope and cost slippage, and manage the project until hand-off
to the construction team for construction.
He maintains a diverse experience base of project management in
government, public works and private sector projects ranging
from extensive civil infrastructure work, structural systems,
heavy industrial construction, commercial buildings
construction, LEED certification, Building Information Modeling
(BIM) and environmental and hazardous remediation.
Mr. Hunter has held such diverse positions as Building
Inspector, Contractor Quality Control, Estimator, Project
Manager, Superintendent and Project Engineer. His tasks have
included site inspection, project close-out and value
engineering. He is also experienced in change order scope
pricing and negotiations and change management, Value
Engineering and management and other construction management
disciplines such as analyzing claims, providing claim support,
job cost analysis and design analysis.
Dr. Shunji Kusayanagi is a Pegasus Global Holdings, Inc.®
Special Consultant with more than 36 years of
construction experience on domestic and international projects.
He is a specialist in construction
management and project management, particularly in the
management of international projects. He provides
technical and educational presentations on international
construction management, estimating, cost control,
scheduling, productivity analysis, quality control, quantitative
analysis in contract administration to groups of
people working in the construction area of practice.
Dr. Kusayanagi’s prior history includes working up from the
position of field engineer in the Osaka branch office at the
Taisei Corporation to the position of field superintendent and
then chief engineer. He worked on several projects located in
the Kansai (Kobe, Osaka, and Kyoto) area such as the Tokaido and
Sanyo Sinkansen (high speed railways), viaducts, the Hanshin
urban highway viaducts, and the Kyoto Toba sewage stations. Dr
Kusayanagi’s foreign experience includes working as the chief
engineer on harbor and dam projects in Indonesia and managing
irrigation projects in Nigeria, a new port project in India, a
hydro electric project in Columbia as well as being responsible
for estimating and tendering for over 30 new contracts and being
responsible for the engineering and design of temporary works
associated with numerous large projects located in many
different countries. As the section manager for project control
and contract administration, he was responsible for solving
problems related to technical matters and administration of
contracts of projects.
He has a vast amount of additional international experience,
having worked as a project manager in many other countries,
including China, Taiwan, Hong Kong, Singapore, Malaysia,
Philippine, Myanmar and Kenya.
In 1999, he was chosen as the key person in setting up the
contract administration committee in the OCAJ and published the
contract administration hand book. The hand book introduces
qualitative analysis and quantitative analysis techniques for
practical dispute resolution. He has written many papers and
presentations regarding systematization and/or work
standardization of the International project management suite
for Japanese firms.
Mr. Nash is a Pegasus-Global® Specialist
Consultant who served in the U.S. Navy as a commissioned civil
engineer for 33 years before entering the private sector. Having
previously worked for major international engineering and
construction companies including Parsons Brinkerhoff and BE&K, during
his 43 year career as a professional engineer, he has experience
at all program and project levels, including multi-million
dollar complexes and multi-billion dollar infrastructure
reconstruction programs. Mr. Nash has provided construction,
program, financial and acquisition management services for
programs and projects all over the world including multiple
billion dollar global construction programs that encompassed
industrial facilities, transportation, housing and utilities
projects. Mr. Nash has provided strategic guidance and
leadership to large government entities and private sector
company executives focused on project development.
Dr. Niraula is a Pegasus Global Holdings, Inc.® Special
Consultant with more than 17 years experience in the
international civil engineering and construction industry. He
has worked for and provided consulting services to government
and private organizations on construction and project management
including procurement, contract administration, and project
scheduling. Dr. Niraula is a recognized expert in procurement,
contract management, contract administration, claim analysis,
and project scheduling.
He graduated with a degree in Civil Engineering from the
Institute of Engineering at the Tribhuvan University in Nepal in
1994. Dr. Niraula earned a PhD in Construction and Project
Management from Kochi University of Technology in Japan in 2006.
Dr. Niraula is the Secretary General of the International
Construction Management Forum in Asia (ICMFA) established in
2008 with faculties from 12 universities in Asia and Australia.
The ICMFA focusses on enhancing construction and project
management education in Asia. He is also the Secretary of the
Nepal Council of Arbitration (NEPCA), and is a guest associate
professor for the Institute of Technology of Cambodia in
Cambodia.
Mr. Owen is a Pegasus Global Holdings, Inc.® Specialist
Consultant. He has led a variety of management and forensic
engineering analyses involving issues of engineering management,
project and operations management, operations facility
performance, management consulting and risk management
assignments throughout the power, oil and gas, process, building
and other industries. Mr. Owen’s brings 30 years of experience
in the identification of risks and strategic evaluation of
performance, prudence and related project specific and corporate
issues to pegasus-Global®'s client base.
Mr. Owen has analyzed numerous utility and construction
engagements, including the forensic analysis of the failure of
electric generating stations, the delay and productivity
analysis on utilities and commercial projects and the evaluation
of engineering performance on multi-billion dollar construction
projects.
Mr. Owen has extensive experience in the power industry relating
to design and control systems. He has participated in the design
of electrical protection and control schemes for hydroelectric
power stations, substations and large industrial installations.
He specializes in power system studies and planning, design of
oil-filled cable systems and the development of computer
programs for design calculations and physical design of large AC
motors to 14,000hp.
Prior to joining Pegasus-Global® as a Specialist Consultant, Mr.
Owen was a Vice President and Director of The Nielsen-Wurster
Group Inc., an international management consulting firm
specializing in management consulting, risk management and
dispute resolution. During his time with Nielsen-Wurster, Mr.
Owen had a full time position as its Chief Operations Officer
while also serving as the president of one of Nielsen-Wurster's
subsidiary companies which specialized in forensic engineering.
Mr. Sobel is a Pegasus-Global® Specialist
Consultant. He has more than 35 years of experience in the power
generation and construction industries involving design,
engineering, change orders, specification preparation, bid
evaluation, procurement, construction, startup, operations and
maintenance using different contract forms including EPC and
design / build. He is experienced in power plant
construction, operation and FERC / state regulatory agencies.
Projects have included new construction and renovations, power
plants (cogeneration, combined-cycle, nuclear, fluidized bed),
industrial plants, utility electrical systems and schools.
