Trans Mountain Expansion Project
Pegasus-Global was retained to conduct an independent evaluation of the governance and management practices of Trans Mountain in its execution of the Trans Mountain Expansion Project (TMEP). The TMEP involved over 700 miles of new pipeline from Alberta to British Columbia through challenging terrain including mountains terrain with extremely narrow right-of-ways and specific environmental conditions to adhere to and highly developed urban areas with existing infrastructure complexities.
Pegasus-Global’s evaluation focused specifically on the execution of Spread 5B and Spread 7 of the Project and included an assessment on whether or not Trans Mountains’s project management had the appropriate decision-making structure and processes in place, specifically as applied in the following areas:
The Project Management and Governance of the Project;
The Project Controls developed and utilized to control the execution of the Project;
The Contracting, Procurement, and Awarding of Major Contracts on the Project;
The Management and Oversight of the Major Contracts; and,
The Dispute Resolution Process.
Pegasus-Global’s independent evaluation and reply evidence are publicly filed with the Canada Energy Regulator (CER), under Docket # RH-002-2023.
